League automatically adjusts your mouse speed while in game. Say you had 6/11 windows speed but play on 40 sens in league of legends, league will drop your mouse speed to 5/11. You can test this out yourself. Just go into a custom game, drop your mouse speed under 45 alt tab and look at your windows mouse settings. Vall3y.
The yellow health bar is due to the colorblind mode being active. Many players, colorblind or not, prefer this look. The cursor is the old cursor look; it used to look like that some 3 years ago before the whole league interface got a VGU. You can change the cursor by activating the "use legacy cursor" somewhere in the settings.
Yeah, good thread. Mouse Acceleration (the real name for this feature) is a big deal. Having it turned on means that there's not a 1:1 ratio between mouse movement and cursor movement. With Mouse Acceleration off, moving the mouse one inch moves the cursor X pixels, and moving the mouse two inches moves the cursor 2*X pixels.

Your resolution is too high. Set LoL to 1920 x 1080 otherwise known as 1080p. Im not sure what max resolution on your surface is, the pro 3 is 2736x1824 and I could see how that would make everything seem tiny in game.
Remember, there are 3 factors in place for mouse sensitivity. Your Windows/Mouse Driver (DPI)/In game LoL mouse settings all contribute. As well as others factors such as Mouse Acceleration (Or enhanced control as Windows 7 now calls it), smooth movements, movement prediction and even screen scroll sensitivity.
Minimap is the name of the game, so you should make it big and consider shrinking other elements to free up space. Pros always have the minimap at 100 and tend to have lower HUD size, while chat size is a personal preference. For non-desktop fellows, my settings (15” laptop, mild myopia) are HUD=2, Chat=21, Minimap=100.
I think i found the problem. I am able to change the mouse speed of the windows settings over the overlay of my mouse driver. As it appears, i put that on a differebt value than i did in the windows settings so when i started the PC, it loaded the settings of the driver and somehow when i started the game it looked for the mouse sensitivity of windows and took that value.
